國防部長高華柱確定去職，將由現任國防部副部長楊念祖接任，此為馬英九總統任內首位文人國防部長。民進黨立委許智傑今（29）日受訪表示，對於高華柱負起政治責任，給予肯定，但重點在於馬英九要把改革的具體作為拿出來，做一個有擔當的總統。
許智傑指出，馬總統每次換部會首長，第一個講到的就是政治責任，因此高華柱在此時，扛下所有的政治責任。
許智傑表示，現在換了一個人，重點仍在如何解決問題，軍中人權改革不可虎頭蛇尾；對於以前的軍中枉死案，馬總統應承諾重啟調查。他說，民眾也期待新的部長與馬總統有所作為，要把改革的具體作為拿出來。
