【大紀元2014年11月22日訊】（大紀元記者任倩雪紐約報導）Intro.209法案於數年前提出，法案要求商店對為顧客提供的外賣袋（carryout bag）收取至少10分錢。該法案對外賣袋的定義包括紙袋子和塑料袋。
　　
適合該法案的商家包括街邊普通的攤販，綠色車（Green Carts）如藥店、雜貨店、超市、便利食物店的批發店，但是街頭的移動攤販、零售酒精店（liquor stores）、緊急食物提供處（emergency food providers）和餐館排除在外。
　　
市議員陳倩雯（Margaret Chin）和市議員蘭德（Brad Lander）是法案的兩位主要發起人。他們都提到，法案的推出對減少街道垃圾，減少塑料袋使用，和降低垃圾回收費用等方面帶來積極影響。
　　
該法律已在全國142座城市推行，並大幅減少了塑料袋包裝的使用。這些城市包括舊金山、西雅圖、華盛頓DC等。2010年在華盛頓DC推行時，對塑料袋收費為每個5分，而2013年在加利福尼亞推行時，對每個塑料袋的收費為10分。此外，還有一些城市完全禁止了塑料袋的使用。
