越南在南海建立嚇阻武力

越南很快會在南海建立相當可信的嚇阻武力，專家表示，此舉可能讓北京在中、越爭議海域擴展時有所顧忌。

根據2009年與莫斯科達成的26億美元軍售協議，越南已從俄羅斯取得兩艘基洛級的精良潛艇，11月時會取得第三艘，另外三艘也將在兩年內交貨。
