對方想在雙黃線迴轉，可是我是直行車

今天早上，我騎機車在筆直的道路上，
在靠近某位女騎士時，他突然打左轉方向燈，
頭也不回的就直接迴轉了。
馬路是雙線道(一來一往，中間是雙黃線)
他騎在最外側，我騎在雙黃線與白線中間，
因為反應不及所以連按剎車機會都沒有，車速約60左右

再作筆錄時，又問到這算不是後車追撞前車，
做筆錄員警說看起來很像

請問，這樣來說責任歸屬在哪一方?!
