大陸國台辦主任張志軍來台訪問四天，抗議如影隨行，引起各種爭議，民進黨發言人林俊憲今（28）日表示，國民黨從在野到再執政之後，依賴大陸、過度傾中的種種作為，嚴重違背民主程序、黑箱作業，以及大陸長期對台灣採取的各種不友善，或不正確的作為，是造成台灣人民反感的原因，這樣的聲音是不分區域不分縣市的。

林俊憲也指出，張志軍來台後，內政部警政署所指揮的過當維安措施，實質傷害我國民主人權，多次恐嚇傷害新聞記者的作為，也大大侵犯新聞自由，嚴重影響國際形象，引起各界反感，亦減損兩岸交流的意義，民進黨嚴厲譴責，並將在立法院予以究責。

民進黨認為，「抗議是權利、維安是責任」，但都需符合比例原則。民進黨支持高雄市陳菊市長對於執法期間，造成陳抗人士受傷事件的後續調查措施，作為未來處理相關事件的借鏡，民進黨也要求警政署應比照辦理。
